Para themelimit të Kosovës si shtet i pavarur, Universiteti i Prishtinës u themelua fillimisht nga ish-Krahina Socialiste Autonome e Kosovës më 18 nëntor 1969, duke i dhënë status ligjor dhe mandat si institucion i arsimit të lartë me të drejtën e dhënies së diplomave.
Në vitin 2003, gjatë periudhës pas konfliktit në Ballkan, u ndërmorën reforma përmes një strategjie të re për politikën e arsimit të lartë, e cila çoi në miratimin e Statutit të Universitetit në vitin 2004. U vendosën procese dhe rregullore që shërbyen si bazë për zhvillimin e kapaciteteve dhe sigurimin e cilësisë në të ardhmen.
Kontributi i Organizatës për Siguri dhe Bashkëpunim në Evropë (OSBE) ishte thelbësor në përmirësimin e cilësisë dhe zbatimin e kurrikulave, përmes bashkëpunimit me universitete të huaja.
